For this reason, Bharat Population keeps Development Block records as a separate administrative level when a reliable Block mapping is available.

A Development Block and a Sub-District or Tehsil are not always the same unit. In some places, their boundaries may differ. Bharat Population therefore keeps these levels separate instead of assuming that every Block matches a Tehsil.
