What is an Urban Local Body (ULB)?

An Urban Local Body is an institution of local self-government for an urban area. Depending on the applicable State law and type of urban area, the local body may be known as a Municipal Corporation, Municipal Council, Municipality, Nagar Palika or Nagar Panchayat.

The exact terminology and administrative structure can vary between States. Therefore, Bharat Population keeps the ULB type and location information according to the available verified administrative records.

Municipality and Census Town Are Not Always the Same

An important distinction should be made between an administrative Urban Local Body and a Census classification. A town identified for Census purposes should not automatically be treated as a Municipality unless the applicable administrative records support that classification.

For this reason, Bharat Population can keep urban settlement information and ULB administrative information separately where necessary.

Municipality and City Population

Municipality boundaries and the geographic area represented by a City or Town population record may not always match exactly. Administrative boundaries can also change between Census years.

Population figures are therefore displayed according to the Census year, geographic unit and source record associated with the data.

Urban Local Body Data Can Change

Urban administrative structures are not permanent. New ULBs may be created, existing urban bodies may be upgraded, boundaries may expand, and names or classifications can change over time.

Bharat Population therefore aims to associate administrative information with the appropriate source and reference period instead of assuming that a current ULB structure existed in every previous Census year.
